Grant Facility Project

Background on the project

 

MDF-ESA was requested to provide technical support to Salmmah for its upcoming role in the disbursement of grants

 and the management of a grant facility for the 9 women groups united under the SuWEP programme.

Over the period 1997-2005 the RNEs in Khartoum and Nairobi had been providing grants to these groups, along with the organisation of capacity building and other activities for all groups. Training was provided in subjects related to the groups’ activities such as conflict resolution, trauma counseling, advocacy and lobbying, and in management and organisation skills such as financial management (by Price Waterhouse Coopers), proposal writing, strategic planning, internet and computer skills, and English language.

After a meeting between the Embassy, the SuWEP coordination team and the consultant, the Embassy agreed that the grant making mechanism will consist of three consecutive rounds of grants following Calls for Proposals (CfP).

Round 1:

all 8 groups the same size and duration grant

All grants for 3 months maximum

Round 2:

Low performance/misuse: no more grant

Medium performance: same type grant with targeted support

Good performance: up to 6 month  and double the first grant.

 Round 3:

Low performance/misuse: no more grant

Medium performance: same type grant with targeted support

Good performance: up to 6 months grant.

Each round of grant making will be set off by a Call for Proposals.

Each CfP will describe:

- Priority themes for which a grant can be awarded

- the maximum amount that can be awarded

- procedure for application for a grant

- proposal formats to be used

- procedure for proposal evaluation by Salmmah

The CfP will include the grant agreement format with the governing specific terms and conditions, including designated formats for proposal and budget, reporting and disbursement requests.

Salmmah

 In December 2006 the Netherlands Embassy appointed Salmmah Women's Resource Center as the new management bod y for SuWEP. Salmmah was initiated by a group of Sudanese women in 1997; as a non-profitable civil society organization dedicated to support women organizations, human rights, and peace issues.  In the current phase of the programme, funding through the management support of Salmmah focuses on: increasing SuWEP visibility to donors; the improvement of their internal organizational capacities; and the facilitation of a limited number of member group activities through a grant facility.
